Skills Description: We are seeking contractors with skills and knowledge in natural gas transmission, storage and distribution system engineering, design, construction and operations, specifically:

  • Understanding of the technical design and engineering requirements and applicable industry standards for natural gas transmission and distribution facilities (including main lines, service lines, compressor stations, metering and regulating stations, and other facilities)
  • Working knowledge of design, operations, construction and safety regulations including PHMSA, FERC, OSHA regulations. Knowledge should extend to documentation and reporting requirements stipulated by these regulations
  • Capable of assessing a utility’s specific O&M Manual, Integrity Manual and Safety Manual for regulatory compliance
  • Capable of performing an assessment of a utility’s O&M program and compliance with its own procedures based on records to identify issues with maintenance or operations in all areas including: cathodic protection, odorization, over pressure protection, surveys and checks
  • Capable of performing a condition assessment of a utility’s assets based on records including: mains, services, valves, compressor and regulator stations, meters and all other physical assets
  • Knowledge of expansion process including engineering design and planning, economic evaluations, flow analysis, permitting, procurement, contractor bidding, construction, testing and tie-in processes
  • Knowledge of general EPC requirements for natural gas transmission and distribution projects

Experience Preferred:

  • Minimum of 5-10 years of direct experience working with natural gas pipeline companies and/or natural gas distribution utilities with responsibility in operations and/or engineering departments
  • Experience in transmission and distribution construction, both with in-house utility crews and third party contractors
  • Experience with third party construction contract management and bidding protocols

Education Requirements:

  • Bachelor’s degree in engineering preferred, or substantial field and engineering experience
